The Massachusetts Human Resource Fund (MHRF) is a (501(c)(3) non-profit organization dedicated to eliminating the $6.2T annual infrastructure funding deficit in BIPOC and under-served communities. Funding gaps include affordable housing, renewable energy, sustainable agriculture, counseling, education & entrepreneurship programs, Information technology and public policy economic directives.
We seek to remedy the historical under-served community Infrastructure funding gaps that cause inadequate access to essential sustainable development resources which consistently exacerbate poverty and limit opportunities for societal advancement and financial security. All Donations are fully tax deductible to the full extent of IRS regulations.

MHRF Smart community concepts for BIPOC and Under-served populations are characterized by high levels of economic productivity, intellectual capital, wealth and wellness.
Our mission to enhance economic productivity through community development initiatives deigned to increase infrastructure investment commensurate with that of middle and upper class communities fostering an environment where education, business development entrepreneurship, innovation thrives.
Key elements of our public policy initiative include shared values, inclusive behavior, respectful dialogue, and proactive non-violent conflict resolution. Building such community requires individual accountability, kindness, and active engagement in local initiatives. We are Building Smart Communities.
Addressing the Critical Need for BIPOC Community Infrastructure Investment
Across the United States, significant disparities persist in the quality, accessibility, and investment levels of critical infrastructure between BIPOC /under-served communities and middle class communities.
These disparities span essential systems including housing, transportation, broadband access, clean energy, education facilities, healthcare access, and community safety infrastructure.
The cumulative effect of these gaps is not only economic disadvantage, but also reduced quality of life, limited opportunity, and constrained long-term growth.
We promote causes to spur investment in BIPOC and Under-served community infrastructure to create sustainable development and equality of opportunity for families, individuals and businesses who face historical systemic disparities in infrastructure funding resulting in substandard housing, education, employment, entrepreneurship and business development opportunities. These conditions create continuous deleterious environments where impacted communities lack the resources to provide sustainable well being and economic growth.

Community Development Infrastructure
Hard infrastructure includes physical components like roads, walkways, bike-paths, bridges, railways, airports, and utilities. Soft infrastructure encompasses the institutions and services such as education systems, healthcare, financial systems, and government services.
Soft infrastructure includes sites, educational institutions, banks, wellness centers, and services that support the economy and quality of life. We invest in both Hard Infrastructure and Soft Infrastructure to support BIPOC / Under served community development initiatives. Both types of infrastructure are essential for the effective functioning of society and the economy.
