Welcome to the Massachusetts Human Resource Fund
The Massachusetts Human Resource Fund (MHRF) is a (501(c)(3) non-profit organization dedicated to eliminating the $6.2T annual infrastructure funding deficit in under-served communities. Funding gaps include affordable housing, clean renewable energy, sustainable agriculture, counseling, education & entrepreneurship programs, and Information technology. Historical under-served community Infrastructure funding gaps cause inadequate access to essential sustainable development resources which consistently exacerbate poverty and limit opportunities for societal advancement and financial security.
MHRF embrace causes that create sustainable development for equality of opportunity in under-served communities, families, and individuals who have faced historical systemic disparities in infrastructure development funding including housing, education, employment, entrepreneurship and international trade opportunities. These conditions create deleterious environments where communities lack the resources to provide sustainable infrastructure development.
Community Development and Infrastructure
Hard infrastructure includes physical components like roads, bridges, railways, airports, and utilities. Soft infrastructure encompasses institutions and services such as education systems, healthcare, financial systems, and government services. Soft infrastructure includes the institutions and services that support the economy and quality of life. We invest in both Hard Infrastructure and Soft Infrastructure to support BIPOC / Under served community development initiatives. Both hard and soft infrastructure are essential for the functioning of society and the economy.

Our charity and philanthropic activities focus on private initiatives for the public good emphasizing the measurable improvement of the quality of life for targeted communities, families and individuals. Our philanthropy efforts contrasts but synergies with business initiatives for private good, focusing on material gain aligned with government endeavors focusing on public – private partnership services.
We embrace charitable giving and philanthropy as means of change management and continual improvement in the lives of underprivileged children and communities, helping those most in need, transforming societies through public private partnerships, humanitarian aid, unmotivated by self-interest. We do n subscribe to an integrated philosophy on charitable transformation with a view on synergistic integrity with measurable outcomes embracing charity and philanthropy as means of improving the lives of underprivileged communities and children through education, employment, safety, and medical security.
We provide programs including entrepreneurship, business development and finance, FP&A, accounting, community development, infrastructure development, renewable energy and sustainability initiatives.
Our Key Causes include programs for economic development, infrastructure, educational equality, affordable housing, smart villages, entrepreneurship, SMB finance, training & development, community development, and clean renewable energy for environmental security.
