Douglas Leaffer, Executive Board Member and Director of Engineering of Massachusetts Human Resource Fund, Inc. (MHRF), is responsible for developing and managing engineering projects and leading grant funding initiatives for the organization. He is one of a select few professionals holding a PhD (Civil and Environmental Engineering) and both a PE (Civil) license and a PG (Professional Geologist) license. Based on his engineering achievements and contributions to the field, Doug was elected to Fellow of the American Society of Civil Engineers (F.ASCE). Early in his career, Doug was a field engineer for several notable infrastructure projects including Boston’s Central Artery/Third Harbor Tunnel $8B “Big Dig” project with EG&G GEOS in the early 1990’s. He later worked for Camp Dresser & McKee, Inc. (CDM) as a staff consultant to numerous municipalities throughout New England for water and sewer improvement projects. Also with EG&G GEOS (1993), he was an early adopter of GPS for conducting on-water field geophysics surveys of the Quabbin & Wachusett Reservoirs (Massachusetts) for locating potential sources of mercury pollution. Doug is certified as a LEED Green Associate and was appointed as a WELL Faculty and WELL Advisory (Sound Concept) by the International WELL Building Institute (IWBI). In these roles, he provides educational training, counsel and advisory services to engineers, architects and design professionals in the building trade globally. Doug and his wife Elyse are 30-year residents of North Andover, where they currently live and raised 2 children.
